APEX Voice Communications Installs Prepaid Solutions
in the Democratic Republic of Congo.

Leading Telecommunication Service Provider Installs both
wireline and wireless prepaid calling solution.

SHERMAN OAKS, CA, November 18, 2003 - APEX Voice Communications, a leading supplier of enhanced services and billing solutions to telecommunications carriers, service providers and enterprises worldwide, announced that it had installed two prepaid solutions for the Starcel Communications Group, a leading telecommunications service provider in the Democratic Republic of Congo.

Starcel's prepaid wireline calling solution runs on APEX's OmniVox® Intelligent Call/Media Processor that is connected to an APEX Billing/Prepaid System. The service provided is standard prepaid calling cards (domestic and international) with an option to recharge using the original calling card, maintaining customer loyalty to the original card.

 

The prepaid wireless calling solution, or Prepaid Cellular Phone Service, uses the APEX Billing/Prepaid System's prepaid cellular module in conjunction with the APEX Enhanced Switch. End-user customers have the ability to purchase a "zero value" cellular phone and then call into the system to add the number of minutes they are going to use. The calls are placed through Starcel's cellular network and then handed to the APEX Enhanced Switch where the call control/authentication is done.
